It was placed there for a friggin reason. 19 year old Barry Smith Jr, was out on bond and sporting an ankle monitor when he and 8 mates allegedly broke into a jewelry store in Douglasville and stole $14,000 worth of merchandise. It was only after Smith was arrested did they notice the device on his ankle. Oh boy, that will place you at the scene.
